SPP & KPI: Grading, graduation and Michigan Merit Currriculum (MMC) most closely relates to SPPI 1 (graduation), SPPI 2 (dropout), and SPP3 (AYP).

Snapshot

Grading issues generally involve special education considerations in the issuing of grades for course work and the content of student transcripts. See the OCR Letters to Hudler and Runkel on the Oakland Schools Compliance Services web page.

Graduation and the Michigan Merit Curriculum (MMC) issues in special education generally involve: (1) the implementation of legislation regarding the MMC and use of the Personal Curriculum (PC) option in the MMC; and (2) specific provisions for special education in section (k) of the law (Subsection_K.doc). For special educators (as for general education), there are many unresolved issues about the MMC and PC related to the statue language (adherence "to the extent practicable", and modifications "not otherwise allowed to the extent necessary", etc.).

The MI Department of Education (MDE) website provides a number of documents to assist educators and parents in understanding the new MMC requirements.  These documents include:

IEPs are to be linked to Educational Development Plans (EDP) written with the student by the end of 8th grade.

The NCRC is and is based on three components of the Work Keys, two of which are already in the MME. Students are scored as bronze, silver, or gold performance levels, which are related to skill needs for more than 400 occupations.
